When the freeway came down in 1992, a rare opportunity for forging a new kind of neighborhood materialized. Where on-ramps once were, a tree-lined community park—Hayes Green—was inaugurated, and progressive eateries, chic galleries, hip boutiques, wine merchants, and brasserie-bars moved in.
